For the past sixteen (16) years, I served the U.S. Department of State through the U.S. Embassy in Senegal, as the Resource Coordination Specialist at the Public Diplomacy Section (former Public Affairs Section). I handled portfolio of Grant Management Specialist, Budget Analyst, Administrative Specialist and Office Manager with specialization in the administration of U.S. Department of State's federal assistance awards lifecycle and the management of Public Diplomacy activities.

Experience
Senior Locally Employed Staff responsible for the financial, program, human, and property resources that supported Public Diplomacy (PD) projects and programs regionwide.
Supported the Grants Officers for the administration of all PD Section grants region wide and was the Section’s coordinator and technical advisor on grants and cooperative agreements.
Drafted grants and cooperative agreements; reviewed and analyzed Notices of Funding Opportunities (NOFOs) and other solicitations drafted by colleagues to ensure adherence to U.S. Government (USG) regulations, Mission, and PD goals.
Served as a reviewer on the State Assistance Management System (SAMS) Overseas workflow to ensure that Grants Officers Representatives (GORs) are complying with appropriate procedures, including compliance with USG-mandated databases that track federal assistance and determine exclusions from doing business with the USG.
Ensured that GORs have entered complete and full information into SAMS Overseas as the permanent electronic record at the close-out of the grant, in accordance with 2CFR Parts 200 and 600 and the Federal Assistance Directive.
Reviewed, validated, and processed grantees drawdown requests of payment (SF-270) and federal financial reporting documents (performance reports and SF-425)
Overseen the use of multiple and diverse funding streams (“.7 funds”, Economic Support Funds-[ESF], counterterrorism funds [CT], American Spaces funds, cost sharing funds), and ensured their compliance with all relevant USG regulations and Senegalese and Bissau-Guinean laws.
Planned and coordinated annual post budget requirements and projections for both Senegal and Guinea-Bissau.
Tracked resources from the Bureau of Global Public Affairs (GPA) and the Bureau of Educational and Cultural Affairs (ECE), both those administered directly by post and those managed in Washington but allotted for programs that affect the PD Section workload (e.g., the International Visitor Leadership Program [IVLP], the Fulbright Programs, the Mandela Washington Fellow Program, the Alumni activities).
Served as the Section’s Contracting Officer’s Representative (COR), purchase card holder and sub-cashier.
Provided day-to-day administrative and logistic support to all Public Diplomacy staff
Supervised and coordinated PD Section’s End-Of-Year purchases and funding liquidations
E2 Travel Arranger for all staff.
Monitored and coordinated Regional Directors Agenda
Managed all administrative, financial, logistical and HR functions and requirements of activities in the countries covered.
