Experience
o Hazard Identification and Mitigation
o Responsible for delivery of quality service to passengers
o In-charge of overall operation during his shift to lead trains service delivery and performance of Doha Metro System
o Manage all operation staff (ICC, station, line) during duty
o Liaise with maintenance and third parties supervisors/managers for proper coordination with operation
o Point of contact for external stakeholders, including management
o Participate in the Testing & Commissioning as required by the Maintenance / D&B Contractors
o Participate in the preparation of O&M procedures and training. Manage smooth real-time Metro operations across the network (including depots) in accordance with the operations plan and manage the performance
o Manage all ICC staff activities during the shift
o Ensure that the service delivery follows all the existing rules and procedures
o Responsible for managing disruptions in accordance with the contingency plans
o Responsible to liaise with the on-call duty senior manager (executive committee member), external authorities and public services especially fire brigade, medical and police in cases of emergency and to implement the emergency procedures
o Responsible to order & manage detrainment and rescue operations,
o Responsible to coordinate the maintenance activities to be carried out on the system
o Coordinate with the Security Manager to ensure the security of ICC and other Installations

Support the Operations Director into the development, implementation and management of the Operational Safety Management System within the Operations department
o Lead the overview of all Train Movement safety events and activity, identifying improvements that are required with SOPs and Procedures
o Undertake Operational Risk based Training Need Analysis and Perform Operational Safety audits (internal and with third parties) in accordance with the RQHSE Global Audit planning
o Lead and participate in safety workshops/HAZOPs, in particular support operational managers in maintaining operational risks registers
o Report all events identified (non-conformities or compliances, hazards and risk, dangerous occurrences and near-misses, incidents and accidents)
o Undertake incident / accident investigations / Leads Operational Safety event and incident investigations and analyses
o Ensure that a good positive Safety Culture is promoted across the company and among subcontractors and third parties in accordance with RKH Safety Values
o Ensure KPI’s within his area of accountability are strictly monitored, reviewed and reported on, in line with contractual requirements and that any actions necessary to improve on performance are implemented and reviewed
o Support the Railway Safety Manager in consolidating Operational Railway Safety related reports
o Ensure complete and proper investigations are carried out into incidents and serious near misses linked to the scope of activity

o Managing and Assisting RFOC (Change Management) to minimize Operational impact. Actively participating in HAZOP session to mitigate and minimise the risk on the network
o Managing, chairing and leading the Signal Sighting Committee to ensure the hazard relating to Train signals are mitigated and control measures are in place
o Responsible to ensure all recommendations and actions coming out of Incident Investigations are closed with relative evidences and implementations
o Key liaison between Supreme Committee and Service Provider during events. Providing support and represent the service provider during FIFA and Internal Events in the National Command Centre
o Manage and train the Silver and Gold on-call responders
Key Job Responsibilities:
o Identify learning needs for the staff of the SDM and wider transport portfolio as required
o Establish training frameworks and delivery plans for sdm and wider transport staff
o Design and deliver training to learners including but not limited to: standard operating procedures, safety procedures and instructions, technical training, emergency/degraded work procedures, customer service, management/ supervisory training and other integrated management system (IMS) or developmental related training
o Provide effective and well managed learner centred adult training to satisfy the needs of internal and external customers analyse and identify learnings need of staff of SDM and wider transport portfolio
o Provide detailed individualized feedback on learner progress and achievement in accordance with organisational requirements on conclusion of any/or delivered training review and analyse training documentation at regular intervals and provide suggested changes/enhancements to develop documentation for future needs act as an assessor of the CMS and provide judgement on employee’s competence, training needs and future development in line with organisational requirements
o Provide lead assessor role for assessors within same occupational sphere
o Act as verifier of the CMS within own SDM technical competency and wider transport portfolio as required
o Formulate detailed reports gathered from standardisation meetings and present to lead verifier and learning & development manager to influence future requirements for assessment and verification
o Identify and undertake opportunities for self-development in line with own continual professional development plan
o Support the development of training and the business
o Carry out any other duties or reasonable requests to support the needs of the wider transport portfolio, SAE and other areas of the business or CPD
Key Responsibilities
o Control the day-to-day operations following normal operations procedures utilizing the operator consoles and ancillaries, CCTV, communications equipment and associated equipment.
o Liaise with the Operations Supervisor and the maintenance to ensure availability of trains and tram drivers to cater for unexpected events;
o Report incidents, failures or events that effect on safety and/or service performance to the Chief Controller in a timely and clear manner;
o Authorize and control all depot and mainline movements, manipulate crossovers at terminal stations and other locations, operate communications, signaling, voice subsystems, SCADA, CCTV
o Coordinate service start-up, shutdown with the Chief Controller,
o Monitor all operations and manage service plan as per the operating requirements while respecting the normal operations procedures
o Make service adjustments when necessary
o Inform the Chief Controller of any operating conditions deviating from normal conditions;
o Monitor the Closed Circuit Television (CCTV) system.
o Granting access to line side work parties as appropriate;
o Direct Customer Service Operators and Tram drivers during incidents and emergencies, monitor passenger levels at platforms via the CCTV system and regulate the service to mitigate capacity problems and overcrowding;
o Manage and modify online timetable to cater for unexpected events; Perform shift and emergency duties when required; Produce operational statistics;
o Log all events of the day (failures, delays, late arrivals, incidents with passengers, accidents, vandalism) and include as necessary during the handover
o Ensure operational employees are updated with current situation
o Perform and carry out other duties as instructed/directed
