I. SEAS PROJECT (SUBSIDIARY ENTITIES ACCOUNTING SYSTEM )
Subsidiary accounting system is the system used by local governemt ( Sectors) in Dailly transaction processing and production of their statutory and management reports.
Key Duites and Responsibilities
 Leading the Business process, documentation, deployment and testing the system functionalities to ensure that the business process of the sectors is as it it is.
 Spearheading the planning, preparation, implementation of SEAS (Subsidiary entities accounting system) and training activities in 416 sectors
 Satisfactory evaluation and training report demonstrating the ability of the users to operate the system;
 Capacity building and mentorship of local government finance staff
 Development, deployment and administration of frequently asked questions to enhance knowledge sharing and communication;
 Support the implementation of recommendations from various trainings as well as any audit issue that could be raised out of use of the system.
 Provide continuous support in the implementation of the accounting system of subsidiary entities
 Training need assessment, drafting terms of references, memorandum of funding proposals
 Support entities in data entry and clearance of backlog, account reconciliation and preparation of monthly and annual financial reports
 Act as focal point at MINECOFIN for all matters related to public financial management in Northern Province.
II. UPGRADING SECTORS FROM SEAS TO IFMIS AND IFMIS IMPLEMENTATION TO HEALTH CENTERS
Intergrated Financial Management system is the governemt system used in planning, budgeting, payment, recording assests, and Financial reporting. The system is interngrated with other BNR Banking system, RRA, e PROCUREMENT, IPPS and other systems for smooth implementation of payment systems and paperless.
Role played
 Spearhead the business process re-engineering of the sectors and health centers
 Use case and prototype development of the NBAs functionality
 System testing and feedback to the developers to fix issues
 Head the roll-out process of the IFMIS to sectors and ensuring users are trained , clear the backlog transactions and produce statutory reports from the system
 Development of user manual to guide the system users to effectively use the system
 Production of the roll-out reports
 Post roll-out monitoring and evaluation of the sectors and ranking them in terms of the system usage
 Re-enforcement training of the sector accountants, sector finance and administration officers, health center accountants and the entire district finance team.

III. IMPLEMENTATION OF SCHOOL DATA MANAGEMENT SYSTEM
School data management system is the system used by Ministry of Finance and economic planning, Ministry of education, Rwanda education board, National institute of statistics of Rwanda and other education stake holders. It main function is
- Student registration and management
- School revenue management
- School payment system
- Financial reporting
- Different academic reports as needed by education stake holders.
